That said - R* launcher also just had another update to social club (and another chance for windows defender/mandatory aslr to kill another social club setup install). YMMV obviously - as this stuff has been happening on/off for many.
Others try the route of vpn to either get the updates, use it to login/turn it off and continue playing, or playthrough/use for testing their end. Some had mangled hosts files, interference from av/sec, windows firewall, malware, permissions, onedrive issues, and on and on. Others had to use various cmd/ipconfig/netsh commands. In the past for a pile of connectivity issues (including offline mode issues), many could simply sidestep them by changing their dns from auto to google or something else, or back to auto. If you wanted to go further to contact isp to ensure that happens, or even further to R* to ensure it isn't blocked - thats on you. Since the last update there's been plenty others having issues opening the website and either waiting it out (it resolving itself), or at most powering their modem/router off a few minutes to a few hours in hopes of releasing/obtaining a new ip. The real problem is unable to connect to R* game services is a single 'error' that can have many causes and fixes. In all the times I've installed fivem it has not messed with my normal online connectivity.
Also very possible that your formatting of the pc - just gave it time to coincidentally resolve itself. Some of these errors can also be connection errors that can happen between you and R* and are not fixable on your end. If someone already had this problem and know the exact solution I would be very happy to receive. How to flush the dns or open the application as an administrator and reset the ip by cmd but they don't work for my problem. I've done in some tutorials but it seems that none of them help me. The only solution I know and made for this problem is formatting the computer (which I already did and the second time this problem occurs to me) When I log into gta online it can't connect with rockstar services I can only log into the launcher offline and as if my ip was blocked for rockstar Yesterday I decided to play a little FiveM and it was all right I can still play without problems but I can't play GTA Online anymore and I can't even download the rockstar games launcher right from their website ( I can log in normally but as soon as I press the download site button does not load) So i was playing gta online normally and had installing FiveM but it had not started. Here is my situation (Sorry if the text have any errors, english is not my primary language)
